WG 3 – Privacy and Transparency Online

Working Group 3, ‘Privacy and Transparency Online’ (WG3) focused on the relationship between governments and information & communications technology (ICT) companies, with a particular emphasis on respecting freedom of expression and privacy. In furtherance of that objective, the group explored the privacy and transparency practices of governments and companies, including through requests for user data, content restriction, and network shutdown. Following a series of consultations with governments and companies, the Working Group published this report that looks at the current state of play, opportunities for and challenges to greater transparency at the intersection of states and ICT companies.
