The FOC is an intergovernmental Coalition consisting of 39 member states committed to advancing Internet Freedom – free expression, association, assembly, and privacy online – worldwide. The FOC values open dialogue and input from the community and organizes open forums and meetings on the margins of various international conferences and events including the Internet Governance Forum (IGF) or RightsCon, as well as its own annual Freedom Online Conference.
