Background information on the Freedom Online Coalition, its work and some of the issue areas it has worked in.
The Freedom Online Coalition (FOC) 10-year Anniversary Roundtable Consultations: Outcome Report was produced in April 2021 by the Secretariat of the FOC as an outcome document from the Coalition’s 10-year Anniversary roundtable Consultations. Its aim is to summarise the discussions held at the roundtables and outline the key takeaways to identify a way forward for the Coalition to ensure it remains an important vehicle for promoting Internet freedom.
The The Freedom Online Coalition 10 Years On: A Stocktaking Report was produced in March 2021 by the Secretariat of the FOC. Its aim was to provide an institutional stock‐take of the Coalition’s evolution, outline its guiding principles, history, organisational structures, and activities, and inform the consultations.

An open and free Internet is a key means by which individuals can exercise their right to freedom of opinion, expression, association and assembly. However, these freedoms are not absolute and may be at odds with the rights of others. In furthering Internet freedom, the main question for governments is thus how to foster the continued evolution of an Internet ecosystem that supports human expression and knowledge sharing, while protecting interests such as privacy and security.

The Internet has become a key channel for activist and bloggers to seek and impart information, and to organized and share their views. To limit the power of the Internet in supporting key rights, authoritarian regimes have turned to censorship to stem the free flow of information. This paper gives an overview of different initiatives from Governments, civil society, the private sector and academics, aiming to support and strengthen the efforts of cyber activists.

Internet security and surveillance technologies may be employed by free societies to protect the public’s rights, but they may also be used by authoritarian regimes to exercise control over their citizens. How companies should deal with these two issues is an important question of corporate social responsibility (CSR). This background paper explores the debate surrounding CSR and shows existing initiatives.
