FOC Members are countries committed to protecting and promoting human rights, both online and offline, domestically and abroad. FOC Members agree to work together through joint activities and to adhere to FOC commitments as stated in the Coalition’s foundational documents. 

Since its founding Conference, the FOC has grown from 15 members in 2011 to 39 today. As the most recent member, Cabo Verde, joined the Coalition in February, 2024.

The Chair of the Coalition rotates among Member States on an annual basis. The 2024 Chair of the FOC is the Netherlands. The Chair is assisted by the Steering Committee, a group of Member States renewed annually through a process of self-nomination (IV.b., FOC Terms of Reference), and currently comprising Canada, Denmark, Estonia, Finland, Germany, Ghana, Switzerland, the United Kingdom, and the United States.

The Steering Committee may at its discretion offer ‘Observer’ status, as outlined in the FOC Terms of Reference (III.c.). Current FOC Observers include: Taiwan.
